Zhu Jiawei Emphasizes During His Inspection in Mengla County: Accelerate the Integrated Development of Primary, Secondary, and Tertiary Sectors in Ancient Tea Mountains; Continuously Strengthen Park Economy

From August 14 to 15, Zhu Jiawei, Secretary of the State Party Committee, conducted an in-depth inspection of ancient Tea mountains, ancient tea villages, and industrial parks in Mengla County. He emphasized the importance of thoroughly studying and implementing the spirit of the Third Plenary Session of the 20th CPC Central Committee, earnestly following the arrangements and deployments of the Sixth Plenary Session of the 11th Provincial Party Committee and the requirements of the Seventh Plenary Session of the Ninth State Party Committee. The focus should be on accelerating the integrated development of primary, secondary, and tertiary sectors in ancient tea mountains and continuously strengthening the park economy, providing momentum for advancing the Chinese-style modernization in county-level practices.

The integrated development of primary, secondary, and tertiary sectors in ancient tea mountains is a critical approach for our state to increase farmers' income, promote comprehensive rural revitalization, and accelerate agricultural and rural modernization. Zhu Jiawei visited various Village groups in Xiangming Township, including Anle Village Group, Gedeng Old Village Group, Yibang Village Group, Manzhuan Village Group, and Gaoshan Village Group in Yiwu Town. He inspected the progress of work on-site, learned in detail about the management and protection of ancient tea gardens, renovation and improvement of ancient tea villages, introduction of homestay and catering businesses, development of village collective economy, and increases in tea farmers' income. He also held discussions with county, township, village, and group officials as well as tea farmers, analyzing problems on-site, researching solutions, and promoting work. He emphasized that it is essential to fully tap into the resources of ancient tea mountains, ancient tea gardens, and ancient tea villages, comprehensively integrate Tea culture, tea industry, and tea technology, enhance the supporting elements of “eating, lodging, transportation, Tourism, shopping, and entertainment,” innovate management and operation models, and build integrated projects of primary, secondary, and tertiary sectors in ancient tea mountains into model projects for rural revitalization. Further leadership, organization, and support need to be strengthened to accelerate work progress without large-scale demolition and construction, focusing instead on small and beautiful, small and refined projects to make the villages more aesthetically pleasing and comfortable. Village party organizations should be encouraged to lead cooperatives, villagers to establish cooperatives, improve farmer-cooperative linkages, cultivate a batch of rural CEOs, establish standards for homestay and catering management, promote standardized and healthy development, and drive the development of village collective economies and sustained increases in farmers' income.

In the Mengla County Industrial Park, Mengman Port, and International Rubber Industry Park, Zhu Jiawei inspected the planning and construction of cold chain logistics and port inspection buildings, listening to reports from the park. He emphasized the need to fully understand and accurately grasp national policy requirements, accelerate institutional innovations in park management, investment, and operations, and comprehensively stimulate development vitality. Efforts should be concentrated on speeding up park construction, enhancing land and financial support, and accelerating the completion of infrastructure and supporting facilities, building a batch of standardized factories and living service facilities. The business environment should be continuously optimized, attracting investment efforts intensified, focusing on targeted investment based on the development orientation, and exploring cooperation with neighboring countries and regions in establishing parks, striving to strengthen park economy and revitalize port economy.

Zhu Jiawei also emphasized current flood control and disaster relief work, requiring the implementation of detailed measures such as the “1262” mechanism to ensure safe passage through the flood season.
