To fully implement the spirit of the provincial on-site promotion meeting for socialized services in the Tea industry and thoroughly implement the “Ten Measures for Tea” issued at the provincial level, the Xiangyang City Tea Industry Chain Working Group has taken multiple measures to vigorously advance socialized service work for our city's tea industry.
Encourage Innovation, Explore a Socialized Service Model Specific to “Xiangyang”
Select representative tea-producing towns, tea companies, and related enterprises to jointly explore a socialized service mechanism with local tea industry chain working groups, research institutions, tea associations, chain enterprises, Village collective organizations, and others. Innovate mechanisms for linking interests, combine them with the actual development of the Xiangyang tea industry, and explore an effective, innovative service model that focuses on key links in industrial development. This will comprehensively meet the socialized service needs of tea farmers and tea companies, forming a demonstration effect. In the pre-production phase, actively seek policy and financial support at various levels. Tea-producing towns rely on local village collectives, tea companies, and others to form fixed service teams, coordinate timely labor allocation and dispatch by service organizations, and handle tea-picking machinery rentals. During production, rely on technological services and expert teams to improve the quality and quantity of tea picking, improve fresh leaf transportation, and implement measures such as tea garden pruning and fertilization. After production, actively build platforms to facilitate tea manufacturing, sales connections, brand promotion, and more through multiple channels.
Strengthen Guidance, Vigorously Cultivate Socialized Service Entities for the Tea Industry
Based on the actual development of the Xiangyang tea industry, conduct pilot projects for cultivating socialized service entities. Choose 2-3 tea companies to conduct trials according to the “company + cooperative + household” development model and explore a service model specific to the Xiangyang tea region. Guide village collectives, tea companies, agricultural machinery manufacturers, dealers, and others to implement socialized services first. Village-enterprise co-construction will cultivate a batch. Leading tea companies form service entities, fully leveraging professional advantages in the tea industry, and cooperate with local village collectives to conduct socialized service work for the tea industry. Mobilize capable individuals within the village collective and “local experts” to form socialized service labor teams first, utilizing resources from local village collectives and tea companies. Innovate cooperative models for linking interests, leading by example and radiating to surrounding tea-producing towns. Professional enhancement will cultivate another batch. Related companies jointly invest to establish tea industry agro-supply chain service companies, providing integrated procurement and distribution socialized services. Explore the cultivation of supporting service entities for agricultural machinery repair, agro-supply production and distribution, and other services, expanding their business scope. Encourage the establishment of independently operated tea industry service entities, which are included in the scope of socialized service entities.
Improve the System, Formulate Industry Standards for Socialized Services in the Tea Industry
Strengthen the standardized construction of the service system, focusing on standardizing services in production, processing, circulation, and other links around service entities, and formulating corresponding technical standards. Establish industry standards. Relying on institutions such as the provincial and municipal academies of agricultural sciences, Huazhong Agricultural University, and tea (academic) associations, formulate technical standards, service standards, charging standards, and standards for the standardized construction of entities for socialized services in the tea industry. Continuously improve the occupational standards and talent training system for socialized service teams, delivering new skilled talents for tea garden production management, tea picking, Tea processing, tea machine maintenance, tea garden plant protection, and other areas to the tea industry. Provide talent support for the construction of a socialized service system. Improve the evaluation mechanism. Formulate evaluation standards for socialized services in the tea industry and evaluate socialized service organizations based on these standards, publishing the results in the media. For socialized service organizations that rank high in annual evaluations, have larger service areas, and have high public satisfaction, provide corresponding material subsidies. Eliminate entities with low public satisfaction or those engaging in illegal activities.
Implement Responsibilities, Optimize Policy Funding and Technical Support for Socialized Services in the Tea Industry
Adopt a method of securing a bit of policy support from higher levels, a bit of municipal finance consolidation, and a bit of self-raised funds by socialized service entities, to raise pilot funds through multiple channels for the purchase and maintenance of tea industry agricultural machinery, payment of socialized service subsidies, and construction of tea garden supporting infrastructure. Manage funds raised according to their sources to ensure compliance with specialized management requirements. Strengthen technical service support. Accelerate the development of a municipal socialized service platform, building an integrated tea platform covering all stages of tea garden production, mid-production, post-production, and tea garden management, marketing, and the entire industrial chain. Use platform information and actual visits to conduct research and scheduling, promptly grasp the progress of socialized service work, understand the needs and opinions of service entities and farmers, and invite functional departments and experts to strengthen business guidance, ensuring the effective implementation of policies and measures and continuous improvement in service quality.
Precisely Target Efforts, Stimulate Creativity and Innovation in Socialized Services for the Tea Industry
Establish recommended guidance lists for agricultural machinery, agro-supplies, and other inputs for tea gardens, and regularly release tea garden management calendars. Formulate recommended guidance lists for inputs for tea gardens, advocating that socialized service entities procure agro-supplies that meet requirements, gradually achieving source control over inputs for tea gardens. Carry out green prevention and control across the entire tea garden area, promoting the use of green production technology models, prohibiting the use of chemical pesticides and herbicides, reducing the use of chemical inputs, lowering agricultural pollution, improving water and soil quality, and enhancing the overall quality of tea to protect the ecological environment. Based on the actual production situation in the Xiangyang tea region, target key production links and formulate recommended subsidy lists for agricultural machinery, vigorously promoting creativity and innovation in socialized services for the tea industry. Make full use of various media and platforms, strengthening publicity and interpretation of socialized service policies through news reports, special interviews, policy interpretation segments, and other forms, showcasing advanced service models and implementation results, and enhancing public awareness and acceptance. Encourage grassroots service organizations to innovate in service models, technology applications, and interest linkage mechanisms, creating a strong atmosphere of creativity and innovation through experience-sharing meetings, on-site observations, and other methods.
