The Yulin Municipal CPPCC organized several research sessions regarding existing issues in the development of the Yulin tea industry. Through these studies, it was learned that the tea industry faces problems of being “small” and “dispersed.” “Small” primarily refers to small tea planting areas, slow development of appropriately scaled operations, weak infrastructure, and relatively crude management, leading to low single and total yields. “Dispersed” primarily means scattered planting and mostly decentralized operation by tea farmers, resulting in weak market risk resistance. Additionally, the insufficiencies in the development of the tea industry also manifest as “weakness,” mainly reflected in weak market competitiveness. Furthermore, there is a lack of strict management systems and quality standards, low technological content in products, limited added value, and not very obvious economic benefits from brands.
Suggestions: Push for a Breakthrough in the Scale of the Yulin Tea Industry
In the discussion, the political advisory delegates spoke freely, engaging in negotiations and providing suggestions on how to solve these issues. Zhai Feiya, Standing Committee Member of the Yulin Municipal CPPCC and Secretary-General of the Yulin Committee of the Agrarian Labor Party of China, suggested that in response to the issue of a small scale in the Yulin tea industry, the following steps should be taken: First, formulate a development plan for the Yulin tea industry, and vigorously strengthen the construction of core areas and demonstration zones for the tea industry. Second, strengthen policy support, guiding project funds and rural revitalization funds towards planting, promoting the expansion and new construction of standardized tea gardens, and increasing the area of tea plantations across the city. Third, encourage counties (cities, districts) to attract investment and introduce leading enterprises within and outside the region, expanding the scale of tea production.
Chen Nianchun, Deputy Director of the Yulin Municipal Bureau of Agriculture and Rural Affairs, as an invited guest, mentioned that currently, our city has issued policy documents such as “Guidance on Doing a Good Job in the Development of the Tea Industry Across the City” and “The 14th Five-Year Plan for Promoting Agricultural and Rural Modernization in Yulin City.” In recent years, the autonomous region has subsidized Yulin with more than 10 million yuan to support the increase in tea planting by companies. Next, we will strengthen regional layout, focusing on the idea of “strengthening core areas and driving radiation areas,” and do a good job in planning the tea industry.
Vice County Governor Liang Yerong of Xingye County believes that to promote the development and expansion of the tea industry, developing the entire industrial chain is key. First, we must extend and broaden the tea industry chain. We need to strongly support large-scale and powerful Tea processing enterprises, developing deep processing around upstream and downstream industries such as tea beverages, tea foods, and Teaware, thereby increasing the added value of the tea industry. Second, we need to cultivate a number of leading enterprises in the tea industry's trade and distribution sector, building a modern circulation system for the tea industry. Third, we need to promote the Yulin tea brand. We should guide tea enterprises to form strong alliances, encouraging them through measures such as investment attraction, corporate restructuring, and technological transformation, to focus on cultivating more above-scale enterprises and leading enterprises. Additionally, we need to increase financial support, empowering enterprises to achieve high-quality development through finance.
Jiang Linwenlong, Director and Deputy General Manager of the Yulin Agricultural Credit Financing Guarantee Company, said during the call that in addition to traditional guarantee loan business, the Yulin Agricultural Guarantee Company launched the “warehouse receipt loan” financing guarantee product first in the region, providing guarantee credit to companies and individuals engaged in tea trade. Operators only need to store their goods in designated financial supervision warehouses to obtain loan support. This provides financing support for related planting and processing entities. Currently, “warehouse receipt loans” have helped 15 companies secure guaranteed loan funds totaling over 60 million yuan.
Suggestions: Push for Improvement in Quality of the Yulin Tea Industry
Zhai Feiya, Standing Committee Member of the Yulin Municipal CPPCC and Secretary-General of the Yulin Committee of the Agrarian Labor Party of China, believes that, first, we must vigorously advance the construction of standardized ecological tea gardens, building green and efficient tea gardens. Second, we must empower the industry through technology, promoting cooperation between tea enterprises and the Guangxi Tea Science Research Institute, jointly constructing production and processing demonstration bases for industry-academia collaboration, and improving the application level of new varieties and technologies. Third, we must strengthen talent cultivation for the tea industry, nurturing a highly skilled workforce for the tea industry, providing human resource support and intellectual support for the development of the industry.
Vice Chairman Liang Zhaisheng of the Xingye County CPPCC suggested that building regional agricultural product brands is key to the development and expansion of the tea industry. Therefore, I suggest implementing a strategy of “regional public brand + enterprise brand + product brand” for Yulin tea, comprehensively strengthening the promotion of Yulin tea, and strengthening the management and use of national geographical indication agricultural product brands like “Xingye Tea,” further enhancing the brand value of the Yulin tea industry.
Deputy Director Chen Nianchun of the Yulin Municipal Bureau of Agriculture and Rural Affairs believes that to increase the “gold content” of this tea, we need to continuously tap into local characteristics and develop specialty products. First, we need to develop more new products. We must fully utilize Yulin's advantage as the Southern Medicine Capital of China, developing more medicinal and edible health teas, creating the characteristics of the Yulin tea brand. Second, we need to actively carry out brand certification work. We should support tea enterprises in obtaining certifications for “three products and one mark” products, Selenium-rich tea products, Hong Kong “Certified” products, etc., and encourage more companies and products to apply for “Guangxi Good Products.” Third, we need to promote the integration of Yulin tea with characteristic resources. We must leverage the cultural resources of local characteristic industries such as “China's Porcelain Capital” and “China's Capital of Woven Craft Products,” encouraging tea enterprises and related companies to strengthen cooperation in product packaging, making the packaging of tea more distinctive to Yulin.
