In recent years, Zhenyuan County has been leveraging party building as a driving force to revolve around the “one county, one industry” Tea industry. This has led to the establishment of an all-encompassing and multi-level party work system. The main theme is to achieve a 5 billion RMB output value in the tea industry by the end of the 14th Five-Year Plan period. This initiative aims to create a virtuous cycle where strong party building leads to thriving industries and prosperous villagers. In 2025, the comprehensive output value of the tea industry reached 2.165 billion RMB, effectively boosting income for 21,800 households and 76,900 people across the county.
Strengthening the Party Building Alliance, transforming “individual battles” into “joint operations.” Adhering to the principle of connecting organizational chains with industrial chains, we cultivate momentum and synergy on the chain for the development of the “one county, one industry” initiative. The organization builds a platform to strengthen the chain; at the county level, the “Tea Industry Party Building Alliance” was established, establishing an “1+X+N” organizational structure, where “1” refers to the leadership of the county's Organization Department, “X” refers to cooperation from relevant functional departments such as the county's Tea Special Center, Supply and Marketing Cooperative, Agricultural Science Bureau, etc., and “N” refers to active interaction among alliance tea enterprises. Led by the township party committees, with townships, villages, tea enterprises, and major producers as the main bodies, “Tea Industry Party Building Alliances” were separately established in the eight major tea zones of Qianjiazhai. Establishing rules and systems to solidify the chain, rules for the “Party Building Alliance” operation were formulated, including joint theoretical study, resource sharing, co-hosted activities, joint promotion of development, joint creation of brands, and joint governance. Every quarter, member units take turns hosting activities such as policy learning, thematic discussions, and field visits, continuously fostering a consensus on having bridges for communication, stages for entrepreneurship, and channels for mutual assistance. Gathering strength to promote the chain, led by the county-level “Party Building Alliance,” activities such as special lectures on “Qianjiazhai” Pu'er tea, selection of “Zhenyuan Tea Masters,” and oaths of integrity by representatives of tea enterprises in the eight major tea zones are organized. At the township level, tea harvest festivals in tea zones such as Kanpenqing, Laowushan, Dapenshan, etc., are organized, continuously enhancing the influence and reputation of the “Qianjiazhai” Pu'er tea regional public brand, making the Party Building Alliance a “fuel station” for tea industry development and benefiting farmers.
Party organizations lead the way to ensure safety, transforming “single-point efforts” into “diverse drivers.” Fully leveraging the coordination, organizational, and service capabilities of grassroots party organizations to safeguard the development of the “one county, one industry” initiative. Establishing branches along the industrial chain, in 65 tea production and processing enterprises and 63 tea professional cooperatives across the county, 11 joint party branches were established, covering the eight major tea zones of Qianjiazhai. Eleven party building guidance officers were dispatched. Following the “party organization + enterprise + farmer” interest chain, this approach invigorates party organizations, highlights exemplary leadership, and promotes joint development. Concentrating talents along the industrial belt, 25 science and technology commissioners were selected and dispatched to 41 villages involved in the tea industry. Eight professional technical guidance officers from units like the Agricultural Science Bureau and the Tea Special Center were dispatched to the eight major tea zones. Leveraging their professional strengths, they provide support to enterprises and the public while also collecting feedback and voices, providing “first-hand” materials for decision-making by the county party committee and government. Extending party member services to business districts, a business district joint party branch was established in the Qianjiazhai-themed tea street. Through leading party member households to move in, operating with clear branding, and serving the development of the business district, “double reporting” party members conduct civil volunteer services in the business district, guiding the merchants in the business district to collaborate, operate with integrity, and develop healthily, providing strong organizational guarantees for the construction of an open, competitive, harmonious, and prosperous business district tea culture.
Focusing on the overall situation, transforming “single structures” into “connecting points into lines.” Adhering to the principle of party building as a platform, project aggregation, and industrial development, actively raising the political impact of projects to support and strengthen Village-level collective economies. Continuously leveraging project funds from Shanghai assistance and East-West cooperation, etc., the focus is on the effective implementation of the “one county, one industry” initiative. Strengthening project drive, since 2025, three projects have been implemented across the county focusing on the tea industry, with project funds totaling 65 million RMB, leveraging other project funds from the county amounting to 117.85 million RMB. Among these, the tea preliminary processing facility construction project in Li Village, Tiandam Township, represented Pu'er City and won third place in the provincial “stage competition.” A total of 275 million RMB was integrated to upgrade 39 standardized tea preliminary processing facilities, and 225.5 million RMB was invested in the “Qianjiazhai” Pu'er tea refined processing research and development center, effectively driving the development of the tea industry, increasing income for village-level collective economies, and boosting the income of the masses. Extending the development chain, efforts are made to build tea estates such as Wuyi, Jiade, and Lao Haitang, opening up ancient tea mountain Tourism routes such as Laowushan, Lao Haitang, and Kanpenqing, utilizing kaolin resources and black ancient Pottery resources to boost sales of tea products and tea ware and utensils, conducting research and development of “Zhenpin Yuanwei” series products using tea as an element, promoting the deep integration of primary, secondary, and tertiary industries around the tea industry. Enhancing brand effects, focusing on the construction of “Traversing Ailao, Experiencing Wuliang, Savoring Tea and Coffee, Listening to Birds and Flowers, Fragrant Zhenyuan,” under the leadership of the “Party Secretary Leading Construction Project” of grassroots party building, adhering to the principle of “Secretaries grasp, Secretaries lead,” a four-in-one development model of “Party building brand + regional public brand + enterprise brand + product brand” has been constructed. By establishing fulcrums, strengthening leadership, and stimulating vitality, the creation of Party building brands resonates with the “Qianjiazhai” brand.
