“The Tea mountains you see before you were once barren hills when our company was first established. During the process of leasing land, some local residents did not fully understand the development of the tea industry, so disputes arose over rent and concerns about policies affecting their rights. It was the judges from the Fushui People's Court in Shangnan County, along with Village cadres, who helped mediate and resolve our land acquisition issues. Many workers on the mountain are older, and sometimes they get injured while working or commuting, which leads to disputes over medical expenses between them and our company. These issues were also addressed by the Fushui People's Court, resolving conflicts at an early stage. Our company is doing well today, largely due to the assistance from the Fushui People's Court, which has provided us with significant help through various legal channels.” This was the sentiment expressed by Wang Hailong, General Manager of Shangnan County's Qiwan Tea Company, to reporters.

It is reported that the Tea Sea Park is located in Fushui Town, Shangnan County, spanning villages such as Youfangling, Wangjiazhuang, and Chafang. Covering a total area of 26,000 mu, it is one of the core production areas for Shangnan tea. The tea garden has introduced more than ten leading enterprises and a variety of high-quality, asexually propagated national tea tree varieties. After years of construction, it has become a demonstration park integrating ecology, production, health, and wellness. The Shangnan County People's Court established a judicial protection base for the ecological environment of the Shangnan tea industry in the Tea Sea Park, providing comprehensive protection for the ecological, cultural, and business environments of the Shangnan tea industry. This supports the high-quality development of the Shangnan tea industry and the construction of an “ecological tea city,” offering judicial services and guarantees.

The Shangnan Court has consistently adhered to the belief that the rule of law is the best business environment. Actively embracing the new era's “Fengqiao Experience,” the court focuses on disputes related to tea planting, processing, trading, land transfers, and tea Tourism services. It promotes coordinated cooperation and joint resolution among people's mediation, industry mediation, administrative mediation, and judicial mediation, striving to create a harmonious and stable business environment. Strictly distinguishing between economic disputes and economic crimes, the court prevents the use of criminal means to intervene in economic disputes. It also increases efforts to combat false and malicious litigation, protecting the reputation of Shangnan tea enterprises. The court provides timely legal support to Shangnan tea companies, safeguarding their legitimate rights and interests, ensuring that the law becomes a protective talisman for legally compliant businesses. This enhances the quality and efficiency of judicial services for the optimization of the business environment in the Shangnan tea industry.

In recent years, the fruit and tea industries in Shangnan County have developed rapidly, becoming an important pillar for increasing farmers' income and rural economic development. However, with the expansion of the industry scale, legal issues related to fruit and tea production, sales, land transfers, and labor disputes have increased. Traditional judicial service models cannot meet the diversified legal needs of the fruit and tea industries. To ensure the healthy development of these industries and protect the legitimate rights and interests of farmers and related enterprises, the Fushui People's Court has set up a “Fruit and Tea Fragrance Court” tailored to local conditions. Relying on this court, a “Cup of Tea” mediation room has been established. Regular legal training sessions are conducted for enterprises, and the “Fruit and Tea Fragrance Escort Team” officially started operations on August 14th.

To continue deepening activities aimed at breakthroughs in the business environment and accurately understanding the legal needs of key enterprises and projects, the Shangnan Court fully leverages the “One Enterprise, One Judge” mechanism and actively conducts “Law in Enterprises” activities. More than 30 judges and judicial officers have visited over 20 contracted enterprises and 43 major projects within the jurisdiction to provide legal services. They promote relevant laws, regulations, and policies, improving the business acumen of enterprise operators and the legal literacy of employees. For cases involving enterprises and workers, a “green channel” is opened to ensure priority registration, trial, and swift conclusion. Judges regularly visit contracted enterprises to understand their operational status, assist in mitigating potential legal risks, respond to judicial needs, and support healthy enterprise development.

Enterprises are the driving force and barometer of economic and social development. To implement measures for breakthrough years in the business environment and other initiatives, the Shangnan County People's Court focuses on “doing practical things for enterprises” and “optimizing the business environment for enterprises.” The court handles each corporate dispute case carefully, legally protecting the legitimate rights and interests of private enterprises. Based on common types of issues encountered in judicial practice, the court compiles a Legal Risk Warning Manual for Private Enterprises in Shangnan County. This manual covers ten aspects including corporate governance, litigation, employment, operations, and intellectual property protection, providing 100 practical legal warnings. It helps private enterprises and entrepreneurs anticipate and prevent legal risks and ensures the legal protection of their own legitimate interests. At the same time, it serves as a tool for legal education, promoting the healthy development of the private economy and reducing social conflicts and disputes. Through joint efforts by state organs, society, and enterprises themselves, a stable, fair, transparent, and predictable business environment under the rule of law is being built, promoting the high-quality development of the private economy throughout the county.

To further facilitate communication between courts and enterprises, allowing judges to help enterprises enhance their ability to prevent legal risks while gaining the understanding and support of enterprises for the work of judges. In the next steps, the Shangnan Court will continue to rely on the “One Enterprise, One Judge” mechanism, leveraging the functions of the court to continuously provide targeted, efficient, and diverse judicial services to connected enterprises. This helps reduce litigation and legal risks, building a positive interaction platform between the courts and enterprises. By implementing precise measures, the court continues to advance the optimization of the business environment under the rule of law, providing higher-level judicial services to ensure the high-quality development of the economy and society.
