Promoting High-Quality Development of the Phoenix Dancong Tea Industry in Chaozhou City

To implement the spirit of the Chaozhou Municipal People's Government Office's Notice on Issuing the ‘2025 Action Plan for High-Quality Development of the Phoenix Dancong Tea Industry in Chaozhou City' (Chao Fu Ban Han [2025] No. 39), and to promote the digitalization, scaling-up, standardization, and branding of the tea industry, the following policy measures are formulated based on our city's actual conditions.

Promoting High-Quality Development of the Phoenix Dancong Tea Industry in Chaozhou City-1

I. Supporting the Strengthening and Improvement of Tea Enterprises

Regularly conduct appraisals to select outstanding enterprises in the tea industry, categorized as Top Three, Top Ten, and Quality Enterprises. Establish a leadership liaison system with leading enterprises and a direct communication channel to promptly address their concerns. Prioritize support for Top Three, Top Ten, and Quality Enterprises to undertake fiscal-backed industrial projects at various levels, ensuring their facility land needs are met. For recognized enterprises, expenses incurred from participating in provincial-level or higher exhibitions organized by the municipal agricultural and rural affairs department, or expos hosted by the municipal government, will be subsidized by the municipal agricultural and rural affairs bureau. The subsidies are as follows: Top Three Enterprises receive 50,000 yuan per event; Top Ten Enterprises receive 30,000 yuan per event; Quality Enterprises receive 20,000 yuan per event. The total annual subsidy amount for a single enterprise shall not exceed 30% of its contribution to the high-quality development of our city in the previous year, in principle. II. Supporting the Construction of Tea Industry Parks

Enhance the supply of land for tea industry clusters, supporting counties (districts) in accelerating the construction of tea industry parks. During the formulation of territorial spatial planning, ensure the reasonable land demands of enterprises are met, prioritizing the allocation of new construction land scale and layout for Phoenix Dancong tea industry projects. For recognized priority development projects, if investment intensity, floor area ratio, and per-acre tax revenue reach twice the corrected standards for “standard land” (with per-acre tax revenue of enterprises located in Chao'an District and Xiangqiao District not less than 2.1 million yuan, and enterprises in Rao'ping County not less than 1.8 million yuan), the starting price can be determined based on no less than 70% of the market price, but not less than 70% of the benchmark land price at the location of the land plot being auctioned. III. Supporting the Renewal of Tea Enterprise Facilities and Equipment

For food enterprises above designated size that produce and process Phoenix Dancong tea, in compliance with the requirements of the Several Policy Measures for Supporting the High-Quality Development of the Food Industry in Chaozhou City (Trial) (Chao Fu Ban Han [2024] No. 3), they may apply to the competent authority for technical transformation grant funds. Support enterprises in researching and developing derivative processed tea products, accelerating the pace of technological transformation. IV. Supporting the Establishment of Quality Control and Traceability Systems

Support the construction of a public technical service platform for the tea industry, promoting the application and dissemination of modern information technologies such as 5G, big data, blockchain, and IoT in the tea industry. Encourage tea enterprises to explore the establishment of quality control and traceability systems, implementing full-process quality traceability controls from tea garden management to tea production processing and market sales, ensuring the clarity of the origin of Phoenix Dancong tea. (Responsible departments: Municipal Agricultural and Rural Affairs Bureau, Municipal Science and Technology Bureau, Market Regulation Bureau, Municipal Industry and Information Technology Bureau; duties divided among counties and districts)

V. Strengthening Supervision and Regulation of Intellectual Property Rights Related to Tea

Legally crack down on violations and criminal acts that infringe upon intellectual property rights related to tea, strengthening the source governance and traceability crackdown of such infringements. Enhance comprehensive protection of trademarks and geographical indications such as “Phoenix Dancong (Cong) Tea,” “Phoenix Dancong,” and “Lingtou Dancong” through administrative, civil, and criminal means. Intensify legal education using typical cases of intellectual property rights protection, providing strong legal guarantees for the protection of intellectual property rights related to tea. VI. Supporting the Construction of a Standards System for the Tea Industry

Strengthen the construction of a full-chain standards system from tea gardens to Teacups, promoting the formation of a tea industry standards system covering national, industry, local, and group standards. Encourage and support tea industry-related enterprises and institutions to participate in the revision and formulation of international, national, industry, local, and group standards, as well as the creation of national and provincial standardized pilot demonstration projects. Units meeting the conditions stipulated in the Management Measures for Special Funds for Implementing the Standardization Strategy in Chaozhou City shall be funded according to regulations. Encourage enterprises to independently develop production technology for blended Phoenix Dancong tea, organizing regular blended tea quality appraisal competitions. Award plaques to winning enterprises in blended tea quality appraisal competitions held at the municipal level and above. Encourage enterprises to build smart warehousing and cloud warehousing for aged tea, accelerating the construction of modern tea storage and logistics facilities, establishing warehouse receipt trading platforms. Support the formulation of standards for aged tea warehousing, incorporating warehousing into the scope of enterprise production standards, ensuring the safety and quality of aged tea products. VIII. Supporting Participation in Star Rating and Grading Competitions for Commodity Tea

Conduct star rating competitions for “Phoenix Dancong” commodity tea, awarding plaques to winners of such competitions. For evaluation fees charged by third-party rating agencies recognized by the government for commodity tea, provide fiscal subsidies based on the grading level and total sales volume of the commodity tea. Support SC-certified enterprises to participate in commodity tea evaluation activities organized by relevant government departments both domestically and abroad. Enterprises whose “Phoenix Dancong” commodity tea wins the highest awards at the national-level China Agriculture Expo, Guoyin Cup, and China Tea Cup will be rewarded with 30,000 yuan each. IX. Supporting Brand Promotion and Marketing of Phoenix Dancong Tea

Support tea enterprises in exhibiting commodity tea and uniformly using the “Phoenix Dancong (Cong) Tea” geographical indication protection product special mark. Authorize the use of the “Phoenix Dancong” regional shared brand trademark. Provide subsidies according to regulations for exhibition fees of “Top Three, Top Ten, and Quality” tea enterprises participating in key domestic and overseas exhibitions selected by our city.

For enterprises whose annual sales of “Phoenix Dancong” commodity tea first reach 20 million yuan and 30 million yuan and are upgraded to above-designated size, reward them with 100,000 yuan and 200,000 yuan respectively (if the subject advances to a higher level in the future, the difference will be made up). Support tea enterprises in expanding sales channels. For SC-certified tea enterprises, cooperatives, or individual farmers conducting online e-commerce marketing (including self-built platforms and third-party platforms) for “Phoenix Dancong” commodity tea, those achieving online marketing sales of over 10 million yuan conducted by enterprises registered and operating normally in our city, and paying taxes here, can apply for one-time rewards, with the maximum subsidy not exceeding 200,000 yuan.
